About The C.I.A.C.C.

A county based planning and advisory group composed of families, individuals from government, private agencies and the community that advise the County and the Department of Children and Families’ (DCF) Division of Children’s System of Care (DCSOC) regarding children, youth and young adults with serious emotional, behavioral health, intellectual/developmental disabilities and substance abuse challenges.

Our History

The Camden County CIACC was established in 1991 as part of the statewide Youth Incentive Program of the NJ Department of Human Services-Administrative Order 2:25 and N.J.A.C. 30:40-67 et seq.


In 1992, N.J.S.A. 30:4C-66, et seq. or “Bring Our Children Home Act” was enacted by the NJ State Legislature. This law not only declared the need to preserve the sanctity of the family unit, but also stated that it was in the best interest of children that an individualized, appropriate child and family driven system of care be developed so that children with special emotional needs and their families receive safe and appropriate supportive services.


CIACC’s became the entity which fosters cross-system service planning for children with behavioral health problems. Every county has a CIACC. It may be located under the County’s Mental Health Board, Human Services Department, Health Department or in a non-profit or for profit agency. Camden’s CIACC is coordinated by the Community Planning & Advocacy Council.

What Does The CIACC Do?

  • Community mechanism to advise the Department of Children & Families' on the development and maintenance of a responsive, accessible, and integrated system of care for children, youth and young adults

  • Enhances the coordination among local children’s behavioral health (CSOC) system partners as well as cross-system planning and coordination at the local level (between CSOC and DCP&P, Education, Juvenile Justice, Substance Abuse, DDD, Adult Mental Health, Social Services, etc.

  • Participate in community assessments to identify service resource gaps and priorities for resource development

  • Participate in Quality Assurance and Continuous Quality Improvement processes within the System of Care

  • Participate and facilitate regional and inter-county activities

  • School Outreach

  • Provide information and referral, regarding where to find, and how to access children’s services
